'Cackle' was a US programme to increase air strength in North Africa after 'Torch' (December 1942/March 1943).

On arrival in the UK across the North Atlantic, the US aircraft were flown to North Africa by a circuitous route across the Bay of Biscay in an effort to avoid interception by German long-range fighters.
